GSU demand action

ITANAGAR, Aug 8: Galo Students Union has urged the home minister to take action against the two jawans who had reportedly assaulted one Hugnya Basar mercilessly on national highway at around 7.45 pm near I G Park on August 2 last.

In a complaint letter, the Union said that physical assault on a youth without valid reason is a violation of  human rights and misuse of  power by the erring personnel. It condemned the incident and demanded action against personnel so that citizen keep faith of jawans  who are supposed to maintain peace and tranquility in the society.  

 

‘Take up road restoration works’

ITANAGAR, Aug 8: Arunachal Pradesh Indigenous Tribes’ Union (APITU) has appealed to the Govt  and the concern department to take all necessary steps for immediate restoration of capital road from Banderdewa to Hollongi which was damaged by recent heavy downpour.  It further appealed to the Govt for early release of adequate fund for road restoration works and for victims of landslide in capital region.

 

AAPPPU resolves

ITANAGAR, Aug 8: All Arunachal Pradesh Poverty People Union (AAPPPU) in its second general meeting held here on August 6 discussed various issues related to the poverty- stricken people and resolved to work for the  poverty people of   Arunachal Pradesh.

Meanwhile, the Union has appointed Kenker Yomcha as vice president of the union. Yukar Yaro (Taksing) has been appointed as president of the women wing of the union.  

 

Federation appeals

ITANAGAR, Aug 8: All Arunachal Pradesh Public Transport Federation (AAPPTF) has appealed to the PWD and UD minister who is now reportedly camping in New Delhi to  shoulder the responsibility  and take up the road restoration works  in the state.

Criticizing the recent statement of the minister in media regarding road carpeting and the renovation of capital road, the  Federation also appealed to the AICC president to direct the PWD and UD minister to  come back to the state and look after the day today works of his department.

 

Appointment opposed

ITANAGAR, Aug 8: A group of intellectuals, parents and village Gaon Burahs of Balapu village under Gangte Panchayat of Sagalee circle has opposed the reported appointment of one Nabam John as the  chairman of School Management Committee (SMC) of Govt Middle School, Balapu.

Describing the appointment as illegal, the group in a signed statement said that John, the president of All Papum Pare District Students’ Union  is not a parent of any student of the school and his appointment made without knowledge of  parents and GBs is against the norm of SMC under Right to Education Act. In a separate letter to the DDSE,  the group further said that they are not satisfied with the way the  SMC was formed in a meeting recently and requested for  reformation of the same in greater interest.

ITANAGAR, Aug 8: The intellectuals and collegians from Lada circle in a meeting held at Bomdila on August 5 unanimously constituted “Lada Circle Sajolang (Miji) Area Development Action Committee (LCSADAC) with Abul Sangchoju and Ram Miji as chairman and secretary respectively.

Van Vihar  Youth Association, Chimpu, Itanagar was formed in a meeting on August 6 with Tagio Giba, Techi Raju and  Rechi Tako as president, vice president and general secretary respectively.

 

SMDC meet held

ITANAGAR, Aug 8: School Management Development Committee (SMDC) of government middle school, Rajiv Gandhi University campus recently held general body in which parents and teachers participated. During meeting various problems like shortage of teachers and up gradation of school infrastructure was discussed in length.

After discussion everyone present in the meeting felt that there is urgent need of subject teachers in the school and requested director of school education to look into this matter.  

 

Toppers felicitated

ITANAGAR, Aug 8: The XII Pakke Kessang Intellectual Forum  has felicitated the  toppers of  Pakke-Kessang area  for the academic session -2010-11.

The  topper students who were felicitated in a meeting held at Naharlagun on August 6 included two from Class X and two toppers each from Science, Hum and Commerce subject of Class XII.

The  Forum also conferred a merit certificate to Sunday Natung, 12,a class VI student at SAI Naharlagun who won gold medal in the Asian sub-junior boxing championship held at Coimbatore, Tamil Nadu recently.

Earlier, the Forum observed one minute silence to pay homage to Late Er Kapoor Natung, AE, PHED and late Sachin Techi who passed away recently.

Both Forum chairman Er Tayum Tok and general secretary Er Hanu Techi Tara spoke on the occasion, encourage  the students and asked them to struggle hard to achieve the goal in life.

 

VHP, Arunachal oppose Targeted violence bill

ITANAGAR, Aug 8: Vishwa Hindu Parishad Arunachal Pradesh has strongly registered protest against the Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill- 2011.

In a memorandum to President of India submitted through Capital DC, the VHP, state unit said that the bill is against the basic tenets of the Constitution and it intrudes into the domain of the sate, damages federal polity of Bharat and creates an imbalance in the inter-community relationship in the country.

 

Cultural centre inaugurated

ITANAGAR: A Sports and Cultural Centre established by Arunachal Vikas Parishad (AVP) at Tezu  was inaugurated by Amoso Khamblai, Joint Secretary, Indigenous Faith and Culture Society of Arunachal Pradesh.

The main objective of the centre is to inculcate the spirit of sports and culture in youths, spot the hidden talents and focus them at district, state as well as national level competitions. The centre will provide training on sports and cultural activities.

 

Rectify mistake in census records: Society

ITANAGAR: Tagin Welfare Society (TWS), Itanagar has appealed to the  director of Census Operations, Arunachal Pradesh to rectify the mistake and correct the word “Tangins” to Tagin which was wrongly published in Census of India 2011, provisional population totals paper 1 of 2011, Aruanchal Pradesh.

The Society further said that the erring officer/ official should apologize  before the community and correction should be made within 15 days.

 

‘Float tender under CSS’

ITANAGAR: All Arunachal Contractors Welfare Association (AACWA), Lower Subansiri District unit, Ziro appealed to the concern departments to invite tender under Centrally sponsored schemes like CRF, SPA and NEC as per norms.

Meanwhile, the Association alleged that the Assistant Engineer of PWD Division, Ziro did not assume his office for the last six months. It demanded his immediate transfer.

Restore Doimukh-Sagalee road link’

ITANAGAR, Aug 8: All Sagalee Students Union has urged state government particularly Public Works Department (PWD) to immediately repair and restore Doimukh-Sagalee road which has been damaged because of recent rainfall. Due to the road blockade, Sagalee town, the administrative headquarter is cut from rest of the world union claimed.

The road blockade is causing immense problem to the people of Sagalee area as essential items cannot be transported. There is also possibility that water borne disease may break out because of the heavy rainfall in the area. Keeping such danger in mind, union urged authorities to immediately repair all Sagalee-Doimukh roads at the earliest.

Meanwhile All Papum Pare District Development Committee too has sought immediate restoration of Sagalee-Doimukh road. Drawing attention of Chief Minister, PWD & UD and Finance minister, the committee said since last 3 days road is blocked. They called on authorities to mobilize all resources to reopen this stretch of road. The committee requested competent authority to carry out real work rather than promising through media.

 

Release HTS bill for carriage contractors’

ITANAGAR, Aug 8: Arunachal Pradesh Indigenous Tribes’ Union (APITU) has appealed to the chief minister for early release of the PDS carriage contractors bills (Hill Transport Subsidy) for the works carried out  in between 2004-2007.

Pointing out the various judgments passed by the high court, supreme court and money suit passed by the FTC Yupia, the Union said the state Govt should make the payment of PDS carriage contractors as per court orders. Non-compliance of court order by the Govt compelled the carriage contractors and their family to live a miserable life and also landed the Govt itself in an embarrassing situation of ‘attachment of state properties’ besides huge interest amount to be paid to the contractors as per court order.

 

Army conducts medical camp at Bomdila

BOMDILA, Aug 8: Indian Army’s 17 Maratha Light Infantry of 311 Mountain Brigade under the aegis of Headquarters 5- Mountain Division conducted a 2-days medical camp at Gaden Rabgyeling Monastery Upper Gonpa Bomdila on August 5 & 6 last.

The camp which was formally inaugurated by T G Rinpoche, Chairman Karmic & Adhyatmik Affairs, Government of Arunachal Pradesh on August 5 last benefitted many people who were in need of consultation and medical treatment by the medical officers and nursing staff of 405 Field Hospital of the Ball of Fire Division.

Conducted under Operation Samaritan, the camp aimed at providing quality medical assistance to the poor and needy people of the area besides providing health education. DIPRO

 

Training programme on pay fixation begins

ITANAGAR, Aug 8: A week-long Training-cum-workshop on "Pay Fixation" commenced in Administrative Training Institute, Naharlagun from today. As many as 59 officials in the rank of LDCs/ UDCs/ Asstts/ Accountants are attending the Training Programme.  The programme is being conducted under the 100 per cent course fee sponsorship of the department of personnel and training, Govt of India.

In his inaugural address, Director training Pema Tshetan highlighted the importance of the training programnme for both the participants and the department as a whole as "errorless fixation of pay scale at the time of every pay revision/ pay enhancement/ up-gradation of pay scale/ adoption of time bound pay scale or implementation of ACP/MACP schemes including accurate maintenance of Service Book  and  IPS records are need of hour". The Director pointed out that, over the period from 5th Central Pay revision to recent 6th Pay Revision, many changes have taken place in the pay structure of Govt. employees in all departments under the Arunachal Pradesh Govt including invoking of RP Rules in 1997, enhancement / up-gradation of pay scale, adoption of time bound pay scale as well as implementation.

However, the Directorate of Audit and Pension have come across number of cases of wrong fixation of pay in many departments/ District Offices resulting continuous over drawal of pay and allowances for several years and  the late detection of such errors in pay fixation at the time of retirement or after retirement of Govt. servant leads to the huge financial loss of the Govt. as the  concern department is unable to recover the overdrawal amount due to Court’s intervention  and at the same time causes undue delay in finalization of pension benefits to the  retired Govt. employees. Therefore, as a preventive measure of such undesired situation and inconvenience to retiring or retired Govt. employees, the Govt. have made mandatory to all heads of departments/ heads of offices to get the service book of every retiring Govt. employees updated with necessary entries of pay fixation, he said.

The Director urged all the participants to take full advantage of this training-cum-workshop on Pay Fixation and equip themselves with the latest rules, procedures and  methods of application of Pay Fixation Rules and guidelines. He also reminded them "the need to work with sincerity and helping attitude" in order to avoid hardship  and inconvenience to fellow employees at the fag end of their service life  at all cost.

Earlier, the Course Coordinator  and Dy. Director (Trg) T. Lodo submitted a brief highlight of the Course content. MES demands cancellation of DC’s transfer order

ITANAGAR, Aug 8: Mebo Elite Society (MES) in a memorandum submitted to the state Chief Secretary expressed deep shock and utter surprise at the sudden and untimely transfer of East Siang DC.

The MES appealed to the Govt to immediately cancel the standing transfer order of the DC   at this crucial juncture as the DC has already initiated the eviction drive within Pasighat township against illegal occupants  which, the society said, has been accepted by all the rational minded citizens and which could not be done by any other DC till date.

The Society observed that all the locations near Govt quarters within Pasighat township have been illegally occupied by the vested interest individuals.  No rational or right thinking person would like to see Pasighat, one of the oldest town of the state in such a dismal condition, it said. The society further said that all the stay cases require certain formalities which cannot be effectively handled by the other DC.

The Society also strongly opposed and disagreed with the  proposed Pasigaht bandh. The Society said such bandh call is undemocratic and detrimental to the fundamental rights of the citizens. Instead of calling bandh, the bandh organizer should  express their resentment before the govt. democratically, the Society added.

 

GGL group chief editor tenders public apology

Bomdila,  Aug 8: Nyamo Doje, Chief Editor, GGL Group (now banned), today tendered public apology at Govt Hr Secondary School Auditorium Bomdila for wrongly publishing Aka (Hrusso) as Puroiks (Sulungs) in a competitive exam book under the title ‘Master Suggestion’. His public apology was witnessed by a large number of Aka community members, Buragaon –Thrizino MLA Kumsi Sidisow, West Kameng Deputy Commissioner Rinchin Tashi, executive members of All Hrussoa Socio Cultural Society, Sajolang Elite Society and All Hrusso Students Union. Thrizino ZPM Sang Dorjee Sidisow, Jameri –Bhalukpong ZPM Gijey Jebisow.   “I am really apologetic that my irresponsible or incorrigible mistake has deeply hurt the sentiments and pride of the Hrusso community. I do hereby declare that such mistake would not be repeated in future undermining the identity and integrity of any community or tribes of the State”, said Nyamo apologetically. He also assured to retrieve all the erroneous books from the market and would put a blanket ban on its reproduction.

The error filled book committed many major mistakes such as mentioning that the present name of Hrusso or Puroik is Sulung, Niechi or Dou (which is actually spelt as Nyetchidow and is the main festival of Hrusso)was described as the traditional dance of Aka tribes. It also (attributed ?) Mopin to be the traditional dance of Galo tribes. The banned general knowledge book also wrote that Khowa(Bugun)mainly inhibits in East Kameng district, the famed Tawang Monastery is located in Dibang Valley, Malinithan Temple is located in Lower Siang district.   

MLA Kumsi Sidisow after pacifying the agitated crowd of Hrusso community members who were disturbed with the gross misinformation on their tribe, says that Aka (Hrusso) has vast and rich history of its own and the flawed information had damaged the pride of the community which used to have a ‘Raja System’ in earlier times.      

He further said Aka (Hrusso) have been living in complete harmony with rest of the 5 communities dwelling in West Kameng district such as Miji (Sajolang), Monpa, Sherdukpen, Sartang and Bugun.

West Kameng DC Rinchin Tashi suggested the Chief Editor to be cautious and conduct thorough research and confirm authentication of the sources before publishing something on a community or tribe of Arunachal .

Citing that pen is mightier than sword, Tashi said that extra precaution should be taken in such matter, because any wrong information has the potential to disrupt communal harmony. He also praised the guts of the GGL Group, Chief Editor for admitting the mistakes and cooperating with the aggrieved community.

Earlier, Sheriff Nimasow, All Hrusso Socio-Cultural Society presented brief history on the Aka (Hrusso) community. He cited the reference from many well –researched and established book pertaining to the history of Aka( Hrusso) community vis a vis. He, on behalf of the whole Aka (Hrusso) community, expressed gratitude to the Chief Minister Jarbom Gamlin, MLA Kumsi Sidisow, District administration of Papum Pare and West Kameng for understanding the sentiments of the community and initiating prompt action to resolve the crisis before it takes an ugly shape.

Sajolang Elite Society General Secretary Johny Zongluju said that Aka(Hrusso) and Miji (sajolang) are two face of the same body and heart. He said that the wrong publication not only hurt the sentiment of Aka (Hrusso) community only but it also hurt the sentiment of the (Miji)Sajolang which almost shares same culture and tradition and have been living in peace co-existence since time immemorial.

All Hrusso Students Union Advisor Ajit Sidisow, All Hrusso Socio-Cultural Society Information and Publicity Secretary Champa Lama Sidisow, Secretary General Dibru Dususow and Jameri-Bhalukpong ZPM Gijey Jebisow also expressed the anguish the book created ever since came to their knowledge. They all stressed on fostering of unity among all the communities of the State for better Arunachal.

 

Cosmetic Entourage

In our ‘potential opulent’ state that pompously flaunts of more ‘scheme-implementing’ departments then ‘income-generating’ agencies – a high profile visit always animate the languid head of departments to fill up the pesky pot holes and apply fresh coat of trademark colors upon those pre-historic monuments ( Inspection Bungalow and Circuit House).  Simultaneously, it also ascends the hopes and expectation of the weary throngs. But as the entourage drifts towards conclusion, gradually, all the mirthful anticipations ceases as all the hopes are put to rest.

In last one year, Changlang District (CD) has greeted three high profile dignitaries – Home Minister Tako Dabi, MP (East) Ninnong Ering and Home Minister Takar Marde. On all three occasions (July 2010, December 2010 and August 2011), the visiting dignitaries failed to elongate any impressive resolutions to truncate the burgeoning predicament of the district. The timing of those tours and deliberate reticence over the crucial issues delineates the state government (SG) gesture as a mere face saving exercise or cosmetic entourage. For instance, the recent tour was coincided with the public uproar over the killing spree in Tirap and the former two, on the milieu of M’Pen upheaval (under Miao Circle) and Kharsang’s Open Cast Coal Mine Controversy.

The brief evaluation of all the problems that our SG still refrain to address will highlight the drastic impact it’s going to have upon the future of our precinct. Primarily, the insurgency affected states like Manipur, Nagaland, Assam etc has their own set of ‘Surrender Policy’ to lure back and reform the strayed youths. In 1991, CD along with Tirap was declared as ‘disturbed area’, since then 20 years has gone by, yet there is no sign of ‘Surrender Policy’ taking shape or being amended.

Moreover, it’s intimidating that instead of ordaining a humanized strategy like ‘surrender policy’ and job oriented packages to counter insurgency, draconian Armed Force Special Power Act 1958 was imposed that has zero accountability on civilian killings and civil rights infringement. Of course, the simultaneous existence of humanized strategy and draconian act would have depicted the optimistic concern of our SG over the magnifying pandemonium. But in consideration to the ground realities, it seems our SG neither analyzed the situations of AFSPA scourged states nor consulted with the legal luminaries before imposing the curse upon us. Unfortunately, it was hurriedly amended decree and now the rectification seems discreet and nowhere.

Secondly, according to the ST notification 1950 of Part XVII Arunachal Pradesh, the major tribes – Tangsa, Nocte, Wancho and Tutsa are excluded from the schedule tribes list. This exclusion has been in existence since the framing of the act and has withheld many bright students from appearing in prestigious competition like UPSC as well as deprived them the benefits in central level. Most importantly, at present, belonging of these tribes to Changlang and Tirap (C&T) intrigues the very status of the twin districts, foretelling once again the laxity and myopic visions of our SG.

In a backdrop, where the concept of Greater Nagalim includes C&T as its expanded territory, the pivotal act of SG should have been to obliterate the legitimate source that will surely succor the claims in days to come. The legitimate source is the clause no. 10 of ST Notification (Constitution) 1950 Pt. XVII Arunachal Pradesh, where these major tribes are categorized as ‘other Naga tribes’. This clause, if not rectified immediately will be a great barrier while preparing the counter claims to averse the concept of Greater Nagalim.

Thirdly, the Open Cast Coal Mine (OCCM) Act says, any villages or human settlement area in the vicinity of the mining site must be resettled and rehabilitated at secure location before the functioning of the mine. Regrettably, the Kharsang OCCM with estimated reserves of 84.23 million tones is situated at the heart of two villages – Longtom I and Longtom II and it began operating without adhering to the specified norms. Forget about the basic compensation, reportedly, these sister villages are neither resettled nor rehabilitated. And what worsen the situation is that OCCM is wholly SG owned company christened as Arunachal Pradesh Mineral Development and Trading Corporation Ltd with an authorized share capital of Rs 5 crore. Fourthly, the refugee problem, what can be more painful than this that since last 50 years, in our own land due to the inefficiency of our own government, we are deprived of our rights to survive as all our forest and agricultural land are encroached by the Chakma, Hajong and Tibetian refugees. The SG doesn’t have the guts to voice this issue at national level in defense of its own people but have the temerity to bow before the handful of refugees who with aggressive lobbying has managed to tighten the noose.

The last but not the least, the SG is yet to come out with a substantial policy to counter the drug menace that has gulped districts almost 60% of the youths. For the 60% of the addicts we have only one rehabilitation center with a capacity of 40 to 50 patients at a time. Under such staggering circumstance, the SG should have either launched a full scale onslaught against the epidemic or opted the other way out – legalization of opium cultivation on the line of Haryana, Punjab and Rajasthan.  Sadly, it has done neither of it, which in return has pioneered the drastic downfall of the posterity and the rural economy.

In conclusion, with the fading of that fresh coat of depressing colors from that dilapidated structures and resurfacing of beauty spots (potholes) on our thoroughfares, the memories of high profile visits and the hopes that was illuminated also fades away. The extra-ordinary human spirits with all the setbacks, struggle to realize their dreams, life continues, unchanged, as usual, in this prolific land ‘chocked’ by potentials. (simaitom@gmail.com)

 

Training on candle making

ITANAGAR, Aug 8: A training program on micro-enterprise building for Self-Help Group (SHG) members and Anganwadi workers was conducted on August 6 at Roing by Support Centre State Microfinance Vision 2011.

More than 100 participants were imparted training on candle, detergent powder and chalk making by an experienced team of  resource persons headed by K.D. Banik District Trainer and organizer Scouts, K S Pathania scout master  and Sumit Mena  cub master.

Discussions with the trainers were also held on finished products value and comparisons with products available in the market along with details of how to procure the raw materials.

Savitry Linggi, Deputy Director ICDS and Nelo Umbrey,CDPO  exhorted th importance of SHG formation and to learn from the training and consider taking up such activities as well.

Jyoti Linggi, Secretary Essomi Foundation Trust stated that such trainings are essential and monitoring of SHGs and credit linkage for these SHGs should be available.

 

Second edition of Donli Riba Gaming Quest

Itanagar, Aug 8: It was a fulfilling moment for the organizers, when Mrs. Millo, mother of Millo Taking (Champion DRGQ 2010-Tekken) said “I can’t believe that my son has bought prize money home from something I thought was a wasteful pursuit”. This was followed by a discussion on how the prize money will be spent. Taking never owned a Play Station, so he wanted to buy one and for the rest of the money, he left to his mother to decide. And the smile on the faces of both the proud mother and the happy gamer was a perfect end to the chaos of organizing the first ever state level Gaming Tournament of the state.

Following such success, and the enthusiasm shown by the participants of the DRGQ 2010, the state level tournament is back for its second edition on 12 and 13 August 2011.  It will be played on the Playstation 2 platform and will feature two parallel challenges- Pro Evolution Soccer 11 and Tekken 5. With a trophy and  prize money of Rs. 11,000 for the winner in each game and Rs. 6000 for each runner-up.

Though gaming has always been seen as a wasteful pursuit, the DRGQ have given young people a chance to show their skills in the field of virtual games. The tournament is trying to remove the negative image of gaming and gamers and legitimize it as a sport.

The tournament was started in the memory of Donli Riba, a gifted musician and an avid gamer who passed away in 2009. Last year, Pakpu Soni was declared the champion for DRGQ 2010-PES. While Kethor Bui (Tekken 5) and Tumi Koyu (PES 10) were the runners up.

The organizers invite all gaming enthusiast to participate in this year’s championships. The event will be organized in Conference Hall of Hotel River View, Naharlagun. The forms are available at Oasis Game Zone, Naharlagun and Nokia Priority Dealer, Itanagar

 

ABSU denouces USPA statement

ITANAGAR, Aug 8:  The All Bogong Students’ Union (ABSU) denounced the Press statement by ‘one-man organization’ United Siang Progressive Alliance (USPA) led by one Okom Tamuk regarding the Pasighat Bandh by the Union.

“USPA has no social standing and is akin to an empty vessel that make too much sound. The union is not perturbed by the road and economic blockade for we know “A wolf in sheep skin cannot misguide the whole society,” said ABSU while reacting to USPA’s press statement opposing the ensuing Pasighat Bandh call.

It termed the Press statement as a mere gimmick to misguide the common masses from the real issues of land eviction against illegal encroachers of Government land in the district head quarter.

“ABSU is resorting to the extreme step of Bandh call owing to failure on part of the State Government for not revoking the transfer order of East Siang Deputy Commissioner despite repeated pleas,”

“The State Government should be sensitive to the real issues of people rather than giving mere lip service. The act on part of the State Government to transfer the DC in the midst of eviction drive is uncalled for and against the interest of Pasighat,” ABSU said.

ABSU also squarely blamed Minister Tako Dabi for being ‘instrumental’ for the present imbroglio.

“Dabi regarded as one of the most senior and straightforward politician with his active initiation for the transfer of present Deputy Commissioner will cause considerable damage to the development of Pasighat”, it said

Meanwhile, the union has decided to launch its 2nd Phase of 36 Hours pasighat Bandh on August 13, if the government fails to pay heed to its genuine demand.

 

Appeal for regular NERIST director

ITANAGAR, Aug 8: The Nirjuli Contractor’s Welfare Association (NCWA) demanded immediate posting of a regular director in NERIST so that lost glory of institute be restored and development activities carried out.

The Association in a memorandum addressed to the Union Human Resource Development Minister claimed that interview for the regular director was held on January 7, 2011 and after eight months of interview there is no information regarding appointment of a director.

Memorandum further said since the director IIT Guwahati became the chairman of BoM of NERIST, the institute is heading towards chaos and anarchy. “There are no developmental activities in the institute’s campus. All important files related to developmental activities and others have been kept pending in his office at Guwahati since he became the chairman BoM NERIST,” the Memorandum alleged.

 

Mat Nursery Raising Technology for paddy- An improved method of cultivation

ITANAGAR, Aug 8: Krishi Vigyan Kendra (KVK), Lower Dibang Valley conducted a demonstration programme on mat nursery raising technology for the practicing farmers for paddy transplantation at Raju Linggi farm at Eduli village today.

Nipin Gogoi, Technician, AICRP on ESA, NERIST participating as resource person demonstrated technology on the key subject covering different steps such as seed preparation, site selection, plastic layering, bamboo framing, soil layering, manure application, germinated seed sowing and watering.

Dr. T. J. Ramesha, Programme Coordinator, KVK, Lower Dibang Valley briefed farmers on the advantages of adopting Mat Nursery raising technique in paddy to overcome labour problem, enhance farm production and economic returns.

Dr. Robindro Pukhramba, SMS (Vety) later took the participants to the progressive farmer’s luxuriantly growing fodder plots initiated by the KVK as an alternate feed source for fish. Fodder stem cuts of hybrid Napier and Setaria were also distributed to  a progressive farmer for demonstration.

A total of 10 participants comprising SHGs, progressive farm women/farmers participated in the training and were actively involved in the demonstration programme. They commented that the technique is very simple and do not require much skill.

Concentrate in other Mithun inhabited districts too

Dear Editor,

Every time when we see any activities initiated for conservation and propagation of the prized animal of Arunachal Pradesh - Mithun, it is only Papum Pare district which is given priority. Is Mithun only available in Papum Pare district? It is also available in other districts also. Therefore, such activities like vaccination and treatment camp, awareness campaign against prevention of mass slaughter of Mithun and other related activities should also be initiated in other Mithun inhabited districts of Arunachal Pradesh. It is also the duty of the Director, AH & veterinary, Govt. of Arunachal Pradesh to identify potential districts where Mithun concentration is high and initiate steps for its conservation and propagation.

Prevention is better than cure

Dear Editor,

I would like to draw the attention of concerned authority particularly health department towards a prevailing serious health threat being confronted by the people of Arunachal Pradesh.

The common people of our State might not be knowing or heard about ‘Japanese Encephalitis’, a serious viral disease that infects animals and humans transmitted by mosquitoes which causes inflammation of the membranes around the brain, is reportedly spreading in our neighboring State Assam and now it reached in our State specially in the areas along the Assam-Arunachal boundaries.  

According to the official sources till July 30, more than 140 Encephalitis related deaths have been informed and more than 600 people are suffering in Assam. There are few severe cases of Encephalitis infected among Arunachalees (5-7 deaths) have been reportedly detected. Two patients, one from West Siang district and another one from Upper Subansiri district suffering from the disease are admitted at Dispur Polyclinic and Nursing currently. The doctors have already confirmed that both patients are at very critical state and there is no direct possible treatment for the disease except for preventing mosquito bites infected by the virus.

However, our State govt particularly the health department seems to be unaware of the threat as no preventive measures have been taken so far to combat the disease whereas the Meghalaya govt has already sounded high alert in the State and directed concerned department to take immediate measures to fight against the disease even though the State has not detected a single person. Why is our State govt not taking any measure here? Are they waiting for a few more detections or they are really unaware of the threat? The department concerned and other related organizations need to take immediate step to completely put off the chances of spreading of disease as it spreads very quickly by virtue of being a serious communicable disease and the present condition too may favor its.

Therefore, my humble request to the govt particularly concerned health department to take immediate steps and precautionary measures before it is too late. Also, the people living along Assam-Arunachal boundary need to take great care as prevention is better than cure.

Role of mobile phone in health sector

 

Simple text messages to health care workers is an inexpensive way to guide them how to properly and effectively treat African children suffering from malaria, say researchers.

A six month study involving 119 health workers in Kenya, published by The Lancet, showed texts increased the number following government guidelines. Half of children received the correct treatment at the end of the study, more than double the starting figure.

Health workers in the study were sent text messages twice a day, five days a week, for six months.

At the beginning of the study, 20.5% of children were correctly managed, this increased to 49.6% after the six month study.

The effect appeared to persist after the texts stopped. Six months after the trial ended, 51.4% of children were receiving the correct treatment.

The researchers said the  role of the mobile phone in improving health providers' performance, health service management and patient adherence to new medicines across much of Africa has a huge potential.

The study provides strong evidence that text message reminders can be an effective, low-cost component of such a package.

In India also, the Govt can adopt the policy on experimental basis, particularly in North East India, where malaria claims many lives every year.
