ITANAGAR, Aug 8: Galo Students Union has urged the home minister to take action against the two jawans who had reportedly assaulted one Hugnya Basar mercilessly on national highway at around 7.45 pm near I G Park on August 2 last.
In a complaint letter, the Union said that physical assault on a youth without valid reason is a violation of human rights and misuse of power by the erring personnel. It condemned the incident and demanded action against personnel so that citizen keep faith of jawans who are supposed to maintain peace and tranquility in the society.

ITANAGAR, Aug 8: All Arunachal Pradesh Public Transport Federation (AAPPTF) has appealed to the PWD and UD minister who is now reportedly camping in New Delhi to shoulder the responsibility and take up the road restoration works in the state.
Criticizing the recent statement of the minister in media regarding road carpeting and the renovation of capital road, the Federation also appealed to the AICC president to direct the PWD and UD minister to come back to the state and look after the day today works of his department.

ITANAGAR, Aug 8: A group of intellectuals, parents and village Gaon Burahs of Balapu village under Gangte Panchayat of Sagalee circle has opposed the reported appointment of one Nabam John as the chairman of School Management Committee (SMC) of Govt Middle School, Balapu.
Describing the appointment as illegal, the group in a signed statement said that John, the president of All Papum Pare District Students’ Union is not a parent of any student of the school and his appointment made without knowledge of parents and GBs is against the norm of SMC under Right to Education Act. In a separate letter to the DDSE, the group further said that they are not satisfied with the way the SMC was formed in a meeting recently and requested for reformation of the same in greater interest.

Rectify mistake in census records: Society
ITANAGAR: Tagin Welfare Society (TWS), Itanagar has appealed to the director of Census Operations, Arunachal Pradesh to rectify the mistake and correct the word “Tangins” to Tagin which was wrongly published in Census of India 2011, provisional population totals paper 1 of 2011, Aruanchal Pradesh.

However, the Directorate of Audit and Pension have come across number of cases of wrong fixation of pay in many departments/ District Offices resulting continuous over drawal of pay and allowances for several years and the late detection of such errors in pay fixation at the time of retirement or after retirement of Govt. servant leads to the huge financial loss of the Govt. as the concern department is unable to recover the overdrawal amount due to Court’s intervention and at the same time causes undue delay in finalization of pension benefits to the retired Govt. employees. Therefore, as a preventive measure of such undesired situation and inconvenience to retiring or retired Govt. employees, the Govt. have made mandatory to all heads of departments/ heads of offices to get the service book of every retiring Govt. employees updated with necessary entries of pay fixation, he said.

MES demands cancellation of DC’s transfer order
ITANAGAR, Aug 8: Mebo Elite Society (MES) in a memorandum submitted to the state Chief Secretary expressed deep shock and utter surprise at the sudden and untimely transfer of East Siang DC.
The MES appealed to the Govt to immediately cancel the standing transfer order of the DC at this crucial juncture as the DC has already initiated the eviction drive within Pasighat township against illegal occupants which, the society said, has been accepted by all the rational minded citizens and which could not be done by any other DC till date.
The Society observed that all the locations near Govt quarters within Pasighat township have been illegally occupied by the vested interest individuals. No rational or right thinking person would like to see Pasighat, one of the oldest town of the state in such a dismal condition, it said. The society further said that all the stay cases require certain formalities which cannot be effectively handled by the other DC.
The Society also strongly opposed and disagreed with the proposed Pasigaht bandh. The Society said such bandh call is undemocratic and detrimental to the fundamental rights of the citizens. Instead of calling bandh, the bandh organizer should express their resentment before the govt. democratically, the Society added.
GGL group chief editor tenders public apology
Bomdila, Aug 8: Nyamo Doje, Chief Editor, GGL Group (now banned), today tendered public apology at Govt Hr Secondary School Auditorium Bomdila for wrongly publishing Aka (Hrusso) as Puroiks (Sulungs) in a competitive exam book under the title ‘Master Suggestion’. His public apology was witnessed by a large number of Aka community members, Buragaon –Thrizino MLA Kumsi Sidisow, West Kameng Deputy Commissioner Rinchin Tashi, executive members of All Hrussoa Socio Cultural Society, Sajolang Elite Society and All Hrusso Students Union. Thrizino ZPM Sang Dorjee Sidisow, Jameri –Bhalukpong ZPM Gijey Jebisow. “I am really apologetic that my irresponsible or incorrigible mistake has deeply hurt the sentiments and pride of the Hrusso community. I do hereby declare that such mistake would not be repeated in future undermining the identity and integrity of any community or tribes of the State”, said Nyamo apologetically. He also assured to retrieve all the erroneous books from the market and would put a blanket ban on its reproduction.
The error filled book committed many major mistakes such as mentioning that the present name of Hrusso or Puroik is Sulung, Niechi or Dou (which is actually spelt as Nyetchidow and is the main festival of Hrusso)was described as the traditional dance of Aka tribes. It also (attributed ?) Mopin to be the traditional dance of Galo tribes. The banned general knowledge book also wrote that Khowa(Bugun)mainly inhibits in East Kameng district, the famed Tawang Monastery is located in Dibang Valley, Malinithan Temple is located in Lower Siang district.
MLA Kumsi Sidisow after pacifying the agitated crowd of Hrusso community members who were disturbed with the gross misinformation on their tribe, says that Aka (Hrusso) has vast and rich history of its own and the flawed information had damaged the pride of the community which used to have a ‘Raja System’ in earlier times.
He further said Aka (Hrusso) have been living in complete harmony with rest of the 5 communities dwelling in West Kameng district such as Miji (Sajolang), Monpa, Sherdukpen, Sartang and Bugun.
West Kameng DC Rinchin Tashi suggested the Chief Editor to be cautious and conduct thorough research and confirm authentication of the sources before publishing something on a community or tribe of Arunachal .
Citing that pen is mightier than sword, Tashi said that extra precaution should be taken in such matter, because any wrong information has the potential to disrupt communal harmony. He also praised the guts of the GGL Group, Chief Editor for admitting the mistakes and cooperating with the aggrieved community.

In our ‘potential opulent’ state that pompously flaunts of more ‘scheme-
In last one year, Changlang District (CD) has greeted three high profile dignitaries – Home Minister Tako Dabi, MP (East) Ninnong Ering and Home Minister Takar Marde. On all three occasions (July 2010, December 2010 and August 2011), the visiting dignitaries failed to elongate any impressive resolutions to truncate the burgeoning predicament of the district. The timing of those tours and deliberate reticence over the crucial issues delineates the state government (SG) gesture as a mere face saving exercise or cosmetic entourage. For instance, the recent tour was coincided with the public uproar over the killing spree in Tirap and the former two, on the milieu of M’Pen upheaval (under Miao Circle) and Kharsang’s Open Cast Coal Mine Controversy.
The brief evaluation of all the problems that our SG still refrain to address will highlight the drastic impact it’s going to have upon the future of our precinct. Primarily, the insurgency affected states like Manipur, Nagaland, Assam etc has their own set of ‘Surrender Policy’ to lure back and reform the strayed youths. In 1991, CD along with Tirap was declared as ‘disturbed area’, since then 20 years has gone by, yet there is no sign of ‘Surrender Policy’ taking shape or being amended.
Moreover, it’s intimidating that instead of ordaining a humanized strategy like ‘surrender policy’ and job oriented packages to counter insurgency, draconian Armed Force Special Power Act 1958 was imposed that has zero accountability on civilian killings and civil rights infringement. Of course, the simultaneous existence of humanized strategy and draconian act would have depicted the optimistic concern of our SG over the magnifying pandemonium. But in consideration to the ground realities, it seems our SG neither analyzed the situations of AFSPA scourged states nor consulted with the legal luminaries before imposing the curse upon us. Unfortunately, it was hurriedly amended decree and now the rectification seems discreet and nowhere.
Secondly, according to the ST notification 1950 of Part XVII Arunachal Pradesh, the major tribes – Tangsa, Nocte, Wancho and Tutsa are excluded from the schedule tribes list. This exclusion has been in existence since the framing of the act and has withheld many bright students from appearing in prestigious competition like UPSC as well as deprived them the benefits in central level. Most importantly, at present, belonging of these tribes to Changlang and Tirap (C&T) intrigues the very status of the twin districts, foretelling once again the laxity and myopic visions of our SG.
In a backdrop, where the concept of Greater Nagalim includes C&T as its expanded territory, the pivotal act of SG should have been to obliterate the legitimate source that will surely succor the claims in days to come. The legitimate source is the clause no. 10 of ST Notification (Constitution) 1950 Pt. XVII Arunachal Pradesh, where these major tribes are categorized as ‘other Naga tribes’. This clause, if not rectified immediately will be a great barrier while preparing the counter claims to averse the concept of Greater Nagalim.
Thirdly, the Open Cast Coal Mine (OCCM) Act says, any villages or human settlement area in the vicinity of the mining site must be resettled and rehabilitated at secure location before the functioning of the mine. Regrettably, the Kharsang OCCM with estimated reserves of 84.23 million tones is situated at the heart of two villages – Longtom I and Longtom II and it began operating without adhering to the specified norms. Forget about the basic compensation, reportedly, these sister villages are neither resettled nor rehabilitated. And what worsen the situation is that OCCM is wholly SG owned company christened as Arunachal Pradesh Mineral Development and Trading Corporation Ltd with an authorized share capital of Rs 5 crore. Fourthly, the refugee problem, what can be more painful than this that since last 50 years, in our own land due to the inefficiency of our own government, we are deprived of our rights to survive as all our forest and agricultural land are encroached by the Chakma, Hajong and Tibetian refugees. The SG doesn’t have the guts to voice this issue at national level in defense of its own people but have the temerity to bow before the handful of refugees who with aggressive lobbying has managed to tighten the noose.
The last but not the least, the SG is yet to come out with a substantial policy to counter the drug menace that has gulped districts almost 60% of the youths. For the 60% of the addicts we have only one rehabilitation center with a capacity of 40 to 50 patients at a time. Under such staggering circumstance, the SG should have either launched a full scale onslaught against the epidemic or opted the other way out – legalization of opium cultivation on the line of Haryana, Punjab and Rajasthan. Sadly, it has done neither of it, which in return has pioneered the drastic downfall of the posterity and the rural economy.
In conclusion, with the fading of that fresh coat of depressing colors from that
dilapidated structures and resurfacing of beauty spots (potholes) on our thoroughfares,
the memories of high profile visits and the hopes that was illuminated also fades

“USPA has no social standing and is akin to an empty vessel that make too much sound. The union is not perturbed by the road and economic blockade for we know “A wolf in sheep skin cannot misguide the whole society,” said ABSU while reacting to USPA’s press statement opposing the ensuing Pasighat Bandh call.
It termed the Press statement as a mere gimmick to misguide the common masses from the real issues of land eviction against illegal encroachers of Government land in the district head quarter.
“ABSU is resorting to the extreme step of Bandh call owing to failure on part of the State Government for not revoking the transfer order of East Siang Deputy Commissioner despite repeated pleas,”
“The State Government should be sensitive to the real issues of people rather than giving mere lip service. The act on part of the State Government to transfer the DC in the midst of eviction drive is uncalled for and against the interest of Pasighat,” ABSU said.
ABSU also squarely blamed Minister Tako Dabi for being ‘instrumental’ for the present imbroglio.
“Dabi regarded as one of the most senior and straightforward politician with his active initiation for the transfer of present Deputy Commissioner will cause considerable damage to the development of Pasighat”, it said
Meanwhile, the union has decided to launch its 2nd Phase of 36 Hours pasighat Bandh on August 13, if the government fails to pay heed to its genuine demand.
Appeal for regular NERIST director
ITANAGAR, Aug 8: The Nirjuli Contractor’s Welfare Association (NCWA) demanded immediate posting of a regular director in NERIST so that lost glory of institute be restored and development activities carried out.
The Association in a memorandum addressed to the Union Human Resource Development Minister claimed that interview for the regular director was held on January 7, 2011 and after eight months of interview there is no information regarding appointment of a director.
Memorandum further said since the director IIT Guwahati became the chairman of BoM of NERIST, the institute is heading towards chaos and anarchy. “There are no developmental activities in the institute’s campus. All important files related to developmental activities and others have been kept pending in his office at Guwahati since he became the chairman BoM NERIST,” the Memorandum alleged.
Mat Nursery Raising Technology for paddy-
ITANAGAR, Aug 8: Krishi Vigyan Kendra (KVK), Lower Dibang Valley conducted a demonstration programme on mat nursery raising technology for the practicing farmers for paddy transplantation at Raju Linggi farm at Eduli village today.
Nipin Gogoi, Technician, AICRP on ESA, NERIST participating as resource person demonstrated technology on the key subject covering different steps such as seed preparation, site selection, plastic layering, bamboo framing, soil layering, manure application, germinated seed sowing and watering.
Dr. T. J. Ramesha, Programme Coordinator, KVK, Lower Dibang Valley briefed farmers on the advantages of adopting Mat Nursery raising technique in paddy to overcome labour problem, enhance farm production and economic returns.
Dr. Robindro Pukhramba, SMS (Vety) later took the participants to the progressive farmer’s luxuriantly growing fodder plots initiated by the KVK as an alternate feed source for fish. Fodder stem cuts of hybrid Napier and Setaria were also distributed to a progressive farmer for demonstration.
A total of 10 participants comprising SHGs, progressive farm women/farmers participated in the training and were actively involved in the demonstration programme. They commented that the technique is very simple and do not require much skill.

I would like to draw the attention of concerned authority particularly health department towards a prevailing serious health threat being confronted by the people of Arunachal Pradesh.
The common people of our State might not be knowing or heard about ‘Japanese Encephalitis’,
a serious viral disease that infects animals and humans transmitted by mosquitoes
which causes inflammation of the membranes around the brain, is reportedly spreading
in our neighboring State Assam and now it reached in our State specially in the areas
along the Assam-
According to the official sources till July 30, more than 140 Encephalitis related
deaths have been informed and more than 600 people are suffering in Assam. There
are few severe cases of Encephalitis infected among Arunachalees (5-
However, our State govt particularly the health department seems to be unaware of the threat as no preventive measures have been taken so far to combat the disease whereas the Meghalaya govt has already sounded high alert in the State and directed concerned department to take immediate measures to fight against the disease even though the State has not detected a single person. Why is our State govt not taking any measure here? Are they waiting for a few more detections or they are really unaware of the threat? The department concerned and other related organizations need to take immediate step to completely put off the chances of spreading of disease as it spreads very quickly by virtue of being a serious communicable disease and the present condition too may favor its.

Role of mobile phone in health sector
Simple text messages to health care workers is an inexpensive way to guide them how to properly and effectively treat African children suffering from malaria, say researchers.
A six month study involving 119 health workers in Kenya, published by The Lancet, showed texts increased the number following government guidelines. Half of children received the correct treatment at the end of the study, more than double the starting figure.
Health workers in the study were sent text messages twice a day, five days a week, for six months.
At the beginning of the study, 20.5% of children were correctly managed, this increased to 49.6% after the six month study.
The effect appeared to persist after the texts stopped. Six months after the trial ended, 51.4% of children were receiving the correct treatment.
The researchers said the role of the mobile phone in improving health providers' performance, health service management and patient adherence to new medicines across much of Africa has a huge potential.
